Current behavior:

* Open a terminal
* Go to activities view
* Switch to new workspace
* Click terminal on dash
* The UI automatically switches to the workspace that contained the previous terminal (I don't know why this happens when I intentionally switched workspaces in the first place)

Expected behavior:

* Open a terminal
* Go to activities view
* Switch to new workspace
* Click terminal on dash
* If no terminal exists in new workspace, open a new instance
