Implement workspace bars to limit alt-tab

I'd like to introduce the "workspace bar" concept. Alt-tab shows windows from current workspace and surrounding ones bound by workspace bars. So if we have three workspaces and put a bar after the second, when alt-tab in the first two workspaces, only windows from two workkspaces are shown. When we're in the third one, alt-tab only shows windows from the third. These bars can be added/removed in overview mode, workspace panel. I think this is helpful when I need to keep alt-tab limited within a few workspaces, but not want to close applications I have in other workspaces. Think of a group of workspaces as a workflow, and one has to follow multiple workflows depends on the time of the day.
