Update developer documentation for e_destination_get_name()

update documentation to specify that e_destination_get_name returns qp encoded name. wrt https://bugzilla.gnome.org/show_bug.cgi?id=619347 ( Decode QP in email in Contact List Editor ) This stems from the way e_destination_get_name returns QP formatted name. From docs, "Gets the full name of dest's addressee, or if the addressee is a contact list, the name the list was filed under." it is not clear if this is QP formated , or UTF8. Please update the docs, or replace it with e_destination_get_encoded_name and leave e_destination_get_name as a deprecated alias .

both would be good, would allow us to fix e_destination_textrep, rather than using a wrapper such as eab_parse_qp_email .
Thanks for a bug report. I'd not rename the function, because the returned text is not always encoded. I updated the developer documentation only: Created commit b7b3aa7e6 in eds master (3.31.4+)
