The maximum length for passwords is 16, indicating that the passwords are probably not hashed.
There should be no limit for password length (or at least a very high one) and the passwords should be hashed (preferably with site AND user specific salt).

Thanks for your report; this would probably be an upstream issue in bugzilla; also it's already reported as bug 647849.
