"The key binding to mark an email as import is '!', but this is not displayed in the menu in Message -> Mark As -> Important."

The '!' keystroke causes the selected messages to be toggled important or unimportant.  If the keystroke were bound to Message -> Mark As -> Important then toggling wouldn't work.
