Key stroke for moving window one workspace up/down doesn't work

When trying to move the window one workspace up or down nothing happens, even though that shortcut appears in Keyboard > Shortcuts > Navigation.
Works for me. Are you, by any chance, trying to take a window that is the only thing on a workspace and move it down to another empty workspace? If you do that then the window will be moved down to the next workspace but the old workspace will be deleted since it is empty, so the final effect is no change.
Yes, I am sure, I have another window in the downer workspace, I use Ctrl + Alt + Shift + Down and I simply move one workspace down, without the window.
Apparently it doesn't work if you set the "keys to switch layout" to alt+shift.

I did provide the information, it only happens when you set "keys to switch layout" to alt+shift in the keyboard layout configuration.

Works as expected here in 3.8 (yay Rui!).
