Currently, PDF Mod uses "Icons Only" even if a user has set something else (like "Text Beside Icons".

Well, personally I do not really care for "Text Beside Icons", I care for "Text Below Icons". In the case of "Text Below Icons", I think all icons should have text (at least that is how it works with other GNOME applications). Also, all icons should have texts in case "Text Only" is used.

As for "Text Beside Icons", I am not sure. For one, I would opt for shorter texts (see edited image). If that is still too long, I am not sure. If I am no mistaken, the text should be next to the most used icons so that they are easier to target.

On an unrelated note (that seems to me too marginal to open a new bug), "Bookmarks" icon lacks a tooltip when you hover over it.

pdfmod is not under active development anymore and had its last code changes
in 2011. Its codebase has been archived:
https://gitlab.gnome.org/Archive/pdfmod/commits/master

Closing this report as WONTFIX as part of Bugzilla Housekeeping to reflect
reality. Please feel free to reopen this ticket (or rather transfer the project
to GNOME Gitlab, as GNOME Bugzilla is deprecated) if anyone takes the
responsibility for active development again.
