if there is new message from a person, then message icon does not flash in notification area if this person chat window/tab is opened. it works only when window/tab for this person is closed.

this results in missing messages when you are on different workspace.

this is different from #649230 as it is about empathy icon not person's avatar.

This is by design, actuall the status icon should gone away when using gnome-shell at some point (bug #631944). The real problem is that users can easily miss messages with gnome-shell: bug #641723
