Allowing autocrop all layers would make reducing the size of the file very simple. There isn't any potential in damaging a layer.

This should rather be automatic, we don't need a new menu item or similar for this

No it shouldn't, automatic wouldn't make any sense. Sometimes we want a layer bigger than the content because we will be adding stuff later. A menu item would make sense.

It will automatically become bigger at the time you want to add stuff. E.g. painting outside existing layer boundary -> layer becomes bigger so you can paint.

I can think of three cases:
* When GIMP is idle
* In low-on-memory situations
* Right before writing to file
