Monitor labels obscure menu items in upper left of screen

Originally reported at https://bugs.launchpad.net/hundredpapercuts/+bug/763165 When gnome-display-preferences is in focus, each monitor is has a label applied to the upper left of the screen. This label ends up obscuring the menus on that part of the panel. I propose that these labels be moved down enough pixels so that they appear just below the panel, rather than on top of it.
