For windows that don't have WM_CLIENT_MACHINE set, meta_window_is_remote() identifies them as remote clients. I think a safer assumption would be to identify them as local clients. I noticed this when gnome-shell didn't load the .desktop application file when WM_CLIENT_MACHINE was not set.
