In keyboard settings there is a possibility to set different layouts for different windows.

But Overview mode does not have its own layout.

Since in Overview mode you mostly type commands and search for applications, it could be great to have separate layout there and set it to EN. Then, when you go from chat window to Overview, you do not need to switch layout explicitly every time.

Same for the Alt-F2 command line.

I agree. We need either that, or some kind of automatic layout switcher (that detects the fact you're typing with a wrong layout, and switches it). But since automatic layout switching is prone to false positives, and requires considerable effort to implement, just giving the Overview its own manually-switchable layout would suffice.

Have same problem. Also when I write into notification popup with textbox (write answer to someone), and after sending message, return into working application (gedit, for example), application changes layout. It is awful to change layout every time when I just want to answer someone and after just continue to work.

GNOME is going to shut down bugzilla.gnome.org in favor of  gitlab.gnome.org.
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org
which have not seen updates for a longer time (resources are unfortunately
quite limited so not every ticket can get handled).

If you can still reproduce the situation described in this ticket in a recent
and supported software version, then please follow
  https://wiki.gnome.org/GettingInTouch/BugReportingGuidelines
and create a new ticket at
  https://gitlab.gnome.org/GNOME/gnome-shell/-/issues/
