This is a pretty subtle bug. To reproduce it, follow these precise steps:
1. start an app (such as firefox); its label is shown in the panel, on the right of the "Activities" button.
2. click the app label (showing the "Quit" menu), but do not dismiss the menu
3. try to click directly on the "Activities" button, or any other button on the panel

Result: the widget will refuse input until you click the app title button ("Firefox") twice, or until you click a widget in a window that is not part of the shell, or until you use a hotcorner to toggle the overview.
