* Most users who are blind do not require magnification
* Most users who are low vision do not require a screen reader

Unfortunately, because historically (and presently) the screen magnifiers of the GNOME desktop do not do their own caret and focus tracking, screen magnification users must either use the mouse to keep the area of interest within the magnified view or they must rely upon Orca -- even if they do not require speech output or braille. 

If GNOME Shell Magnifier and other solutions did their own caret and focus tracking, the needs of more GNOME users with low vision would be better met (imho).

In addition, as a happy consequence, Orca would have less code and a much smaller and simpler gui. ;-) ;-) This would be beneficial for new users overwhelmed by the current complexity that is the Orca Preferences dialog, and all Orca users who have no need for those extra widgets which do not apply to them.
