You get the impression that Picture Folder refers to one/multiple folder where my pictures are stored and that you can add those folders. In reality its just another category which seems to split the Wallpapers from the pictures (why?) and adding more Wallpapers is really painfull, because you have to select every Wallpaper one by one, by hand. 

Adding multiple pictures with Ctrl-A and pressing ok would be great.
