That's by design, like it or not.  The true bug here is the View -> Preview menu should be completely removed in express mode.

It might be by design, but why?

It makes checking email 1 double click, 1 single clicks and 2 precise mouse movements against a single click and a vertical nudge with the preview screen. This is a fairly serious workflow regression when one has many emails to check.

A list of emails is next to useless without being able to easily read them.
