A new error has been added to the Telepathy spec. We should support this error both when trying to place Calls and send Messages (e.g. sending an SMS) to inform the user she has insufficient balance to complete the action.

Fixed for Messages.

I think there's a patch for empathy-call floating around too. CCing pochu.

We are in UI and strings freeze so that will be for 3.4.

Yeah, this is fixed for both -chat and -call.
