Rather than trying to make caribou/dasher work in the overview, integrating on-screen keyboard functionality into gnome-shell seems like a better approach - it will work just fine in the overview, and can interact reasonably with the message tray sliding in/out of the screen.

A mockup for a "normal" on-screen keyboard exists[0], if and how to integrate a dasher-like approach is still an open question.
