Which cell browser or cell dialog are you referring to?

That window only appears when you reduce a tool dialog or other dialog with an expression entry by clicking on the icon to its right. This reduces that dialog in size to a window showing only the expression entry.

It is expected that a user would do that if s/he wants to select a cell region with the mouse. In that case the user is using the mouse and it makes sense to require him/her to use the mouse to reopen the full dialog. Conceptually the enter key should behave in this dialog like in the original tool dialog (that is disabled because it would usually be the result of a mistake on the user part).

If a user uses the keyboard it is not expected that s/he would reduce the dialog.

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
