It would be good if at some point we could have the ability to install language packs for the OS.  This would allow the core OS to only have installed what is actually needed.  Packs could be installed like plugins.  The region panel could offer a place to add and remove them.

I am thinking on replacing the ubuntu's language-selector, and one of the missing functionalities in the g-c-c panel is this, so any mockup? should we just have a 'Install language' button in the layout tab?
