I don't think using tooltips in the add layout dialog makes any sense.  It just duplicates information displayed in the list already.  I think we should just drop the tips.

I agree, the tooltips don't make any sense there, and the patch is obviously correct.

the patch is definitely right.
The release team should be notified about code and ui breakage.
