When the user presses Ctrl+Alt+Tab to switch keyboard focus to the top bar, the term "Panel" is used to describe it rather than "top bar".

This runs counter to the GNOME Shell terminology guidelines from the Doc team, which can be found here: http://live.gnome.org/DocumentationProject/Planning/Terminology

The string should be updated.
