For quickly setting up two workspaces it would be nice to drop some applications into the empty workspace and then placing further applications into another empty workspace before the applications are fully launched and windows appear at the workspace. Therefore the new empty workspace should appear as soon as the first application is dropped onto the current empty workspace!

Another way to solve this bug is introducing a Temporary Dummy Window described in bug 650045. Since this seems to be a better way I set this bug to "depending on 650045".

The requested behaviour seems to be possible under 3.6. Closing as fixed. Please let me know if I got this wrong!
