Currently, the Color Picker Tool is only able to grab colors from the within images open in Gimp. However, the "Change Foreground/Background Color" dialogs have a color picker that can grab colors anywhere on the screen (e.g. from some other application's window, or from the desktop, etc.)

I think it would be useful to have the Color Picker tool able to grab colors from anywhere on the screen, just like the ones in the color selection dialog can.

I'd be willing to (try to) write a patch for this unless there's a reason that this is impossible or undesirable.

This would imply globally grabbing the mouse, until you picked a color.
That would be different from any other GIMP tool, tools don't interact
with anything outside the image window. Closing as WONTFIX. Please
reopen if you have a suggestion how to acheive global picking without
the unwanted side effects.
