+++ This bug was initially created as a clone of Bug #644233 +++

In the same way we should be able to configure h264 encoders' profile/level via the caps, we should be able to do the same thing for mpeg2 video.

About which element are you talking here? There is no mpeg2 encoder in ugly, only a decoder. And encoder in bad and libav.
