I think the following speaks for itself.

To reproduce, clean jhbuild of gnome-power-manager, and try to press brightness buttons on the keyboard from the jhbuilt gnome-power-manager.

Yes, this was noted in bug 642886 comment 7 - it's apparently a St.Label bug...

One good way to easily reproduce this problem this is to run 

 $ /usr/bin/pkexec /usr/bin/pk-example-frobnicate
 (don't authenticate otherwise the command will succeed for the
  next five minutes if launched from the same shell)

You need the polkit devel packages installed for this to work.
