I would like to assign ctrl+tab to next tab, and ctrl+shift+tab to previous tab actions. But it seems like a forbidden shortcut, because when I press it, nothing happens.

For comparison I installed Konsole (within Gnome desktop) and defined those shortcuts to described actions. So, it is not Gnome issue, but Terminal.

You're right, it's not supported. See bug 123994 for the reason.
