If you ctrl-alt-tab to the panel, and then click out to a window, the menu/button that was focused when you left the panel will flicker every time you popModal() after that.

Nope.

Hit Ctrl-Alt-Tab to focus the panel.

Revert focus back to the window by clicking on it.

Stare at the activities button, and then hit alt-tab.

There's a hover state for a frame or two.

This got fixed a few years ago with my focus rework.
