When I explicitly lock the screen I want the backlight to go off almost immediately after the lock fade out.  When I move the mouse or use the keyboard when the screen is locked the light should go on but only stay on for a short amount of time (say, less than 10 seconds).

I don't believe that anything is gained by a "fade out". Ideally, I would desire an immediate blackening of the screen & a short time that the monitor displays after input whilst still locked with out constant/further input.
