When I close the last window or application in a workspace,
gnome shell automatically switches me to another workspace.

Assuming switching to another workspace is intended on my
part, which is not always the case, gnome shell almost
always switches me to the wrong workspace. Most times I want
to continue working in the same workspace.

Automatic workspace switching is also confusing and
disorienting. When I first encountered this behavior I
thought I was accidentally switching workspaces. I'm scared
to close windows on workspaces because of this behavior.

I think it is best to do workspace rearrangement and
consolidation after users _manually_ switch workspaces
themselves.
