For GNOME 3, we are introducing small toolbars which can be attached to other interface elements, such as lists.

This probably depends on the raised toolbar buttons described in bug 642620.

I pushed a start of this in both GTK+ and gnome-themes-standard.
The gradient is done, the button style, not yet.

gnome-control-center, totem and GtkFileChooser are already using the new style.
