GTK+ 3 does not allow the stock icon configuration that was used for icons in the gtk2 HighContrast theme. 

Instead, the icons need to be put in the existing HighContrast icon theme, under there standard names (gtk no longer uses the stock ids to look things up in the icon theme, but maps them to icon-naming-spec compliant icon names).
