Subject says it all.

If I drag a dash launcher to an actual open workspace in the overview, it opens on that workspace. However, if I drag it to a workspace representation in the workspace list, it opens on the current workspace.

What application? The open-on-workspace functionality requires the app to properly implement the "startup notification" protoocol. (Doesn't matter for dragging to the main part because if you switch workspaces in the main part while dragging, the workspace is actually switched so the workspace you launch upon is the current workspace.)

Firefox and gwibber. gnome-terminal and liferea seem to do the right thing.

For Firefox, is a window already open or not? Does it matter?

It does not work in Firefox whether a window is open or not.

Consolidating "problems with launch-on-workspace" into one bug, though I'm not sure how many different underlying problems there are.
