Yes, it needs mousetweaks installed. mousetweaks is actually started and stopped by the mouse plugin in gsd.

And if mousetweaks is not installed, you get a dialog telling you so. That all works fine for me. Does it not for you ?

I didn't actually test it, I went from your bug report, which must have been outdated by now :/
