Consider the following:

1) switch to the empty workspace
2) start an app (which spawns a new empty workspace as a side effect)
3) close the app

You're now switched to the prior workspace. I find it more logical for you to end up back on the empty workspace.

Bug 642188 has a patch that does exactly that. (And opens the overview after doing that, which is debatable but the move to the empty workspace makes sense imo).
