I can't get it to work neither using the CC panel nor poking directly at the gsettings keys.

That could be the problem:
checking for XF86MiscQueryExtension in -lXxf86misc... no

Did you see things like:
Neither XKeyboard not Xfree86's keyboard extensions are available,
no way to support keyboard autorepeat rate settings

in your xsession/gsd logs?
