I can get the Activities button in a state where it doesn't go into the overview.  To reproduce:

* Click on the application menu.
* Move the mouse over to the activities button, and click again to pop the menu down
* Without moving the mouse out of the button area, click on the activities button.  It looks like the click happens, but without going into the overview.  Moving the mouse out and in will fix the problem.
