I click on Tools, then Price Editor.

The Price Editor window starts to open, but I cannot access it.  It shows as a running window in Windows 7, but I when I select the window, it doesn't appear.

The same here. I installed GnuCash 3 days ago, i have been configuring it till yesterday, when price editor and stocks editor windows stop working. I have just tried to unistall and re-install gnucash, but those windows are still not accessible.
what's happening?

Ok, I "solved" i.e. I removed all the config files in my user folder (.gnucash, .gconf, .gconfd and so on...). 
This solved my problem: I lost my configuration, but now starting gnucash i get my security and price editor.
I know that this is just a bad workaround and I hope this can help you to finde and fix the issue.

I can reproduce this to order on two laptops: one runs xp pro service pack 3, the other win 7 64bit 

put windows task bar to right side of screen (ie vertical)
open gnucash
open price editor window

in the price editor window
click the maximize window button of the price editor window
click the same button again to reduce window size
(at this point, the window doesn't go back to its original size, but stays almost full screen)
click the maximize window button again

oops, sorry - finger trouble, I hadn't finished yet:

then minimize the price editor window onto the task bar.

from now on, the price editor window will no longer appear.

the file .gconfd/saved_state is empty. removing it fixes the problem.
