Improve keybindings and descriptions

The current keybindings and descriptions have a few issues including: * be updated for GNOME 3 (make sense in both default and fallback modes) * don't refer to obsolete components like the panel * rework the groups (eg. change Desktop) * ensure we can safely merge groups of keybindings between modules (say shell, metacity, and g-s-d) * make the descriptions more consise A proposal for improvement is included in: http://live.gnome.org/Design/SystemSettings/Keyboard

One of the drivers here is making the key descriptions fit into the new keybindings treeview without expanding the dialog width. And also not require the user to parse a full sentence. In order to do this, in some cases, I've elected to go for gist instead of complete sentence grammar.
