gnomecc.menu is shipped with gnome-control-center, but depends on .directory files that are in gnome-menus and that are only there to make gnome-control-center happy (see directory_in_controlcenterfiles in gnome-menus/desktop-directories/Makefile.am).

gnomecc.menu and those .directory files should live in the same place. It can be gnome-control-center or gnome-menus, it doesn't matter to me, but please pick one :-)

The list of panels will be hard-coded very soon, so you'll be able to drop the directory files in gnome-menus.
