gnome-system-monitor offers user to set "20" as nice value even on linux, where maximum is "19" as can be also read in src/procdialogs.h

Because of that, people will see how priority gets "reset" to a value of "19" even they being able to move bar up to "20"

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
