Instead of unexpectedly popping up a password dialog when trying to disable a printer it would be better to unlock the panel first like we do in other panels.

You'll need to make a copy of the lock buttons in the user-accounts or date and time panels, and leave this bug opened until we get that button into GTK+ proper.

I've copied the unlock button from the user-accounts panel. I'm leaving this opened until the button makes it into GTK+.
