empathy needs a way to block icq authorization request spam

As prevalent as spam icq authorization requests has become, there is need for a way to block them. The simplest way would probably be to just auto-discard the requests unless you manually say that they should be accepted for a period. There are surely more sophisticated ways to do it but this would be quick and simple to implement. The spam block is needed as people will otherwise just stop using the protocol, or the empathy client.
