German translation sounds like "Only force the reading" but I can't offer a better translation. Maybe "»_Nur lesen« erzwingen"?

Using »ausschließlich« instead of »nur« the ambiguity is lifted: »Ausschließliches Lesen erzwingen« differs from »Ausschließlich Lesen erzwingen«.

Still I'd prefer your proposition.
