+++ This bug was initially created as a clone of Bug #633700 +++

For 0.10.32 we should re-enable the streamsynchronizer and find a plan to fix bug #633700 properly and stop sending 0-byte preroll buffers.

Not sure what this bug is about, the other bug handles this?
