When adding a clip to the timeline, only allow the creation of a single extra layer

Created attachment 175412 [details] dragging a clip to the timeline, see lots of empty bands Start a new project, import a clip, drag it to the timeline, notice you can drag it to the 2nd band (or 3rd, or 4th, etc). See the attached screenshot. This is very confusing for first time users because it looks very awkward! At least that's how it looked to me when I used PiTiVi for the first time, and one of the reasons for trying ..another video editor. When the user drags a clip to the timeline, let's allow the creation of a single new band, either: - between two already existing bands, or - exactly after the last band, or - exactly where the top band should be, if there is no band yet (when the first clip is added to the timeline).

My long term plan would be to kill the automatic layer interface: bug #632319 So I'm not sure about the viability of this bug.
Please leave this bug open until someone actually starts working on the new UI.
Oh, this is fixed with the clutter timeline AFAIK, it doesn't allow you to create more than one layer at once. Except bug #708539 ;)
