If totem play file/stream with many audio tracks/languages it should try to play same language like system language is.
For example i play file with alnag "ger" and "eng", my locale is LANG=de_DE.utf8 so it should choice "ger" even it is second track.

If we did that for both audio and subtitles, you'd end up with german subtitles and german audio, and you'd be angry because you don't need those subtitles...
