If the user is entering data in a form field, it is reasonable to assume that when they press tab, they wish to move to the next/previous field and not some random button in the UI.

Make tab move between form fields when the user is already editing a form field.

There is no difference between UNCONFIRMED and NEW in this bugtracker.
