Drag motion is not emitted anymore to parent widgets when a widget is insensitive. This used to work.

This seems to be caused by the following commit:

The breaks plugin dnd in xfce4-panel where we make the plugins insensitive and wait for motion events in the toplevel gtkwindow. If there is another way we should handle this I'd like to know; but it seems perfectly valid to me.

We're moving to gitlab! As part of this move, we are closing bugs that haven't seen activity in more than 5 years. If this issue is still imporant to you and
still relevant with GTK+ 3.22 or master, please consider creating a gitlab issue
for it.
