As you can see on this site http://www.neo-layout.org/ the neo2 keyboard layout  http://en.wikipedia.org/wiki/Keyboard_layout#Neo has multiple levels.

In GTK applications on Windows the additional levels are not usable. When I hold the "higher" mod keys, they are just ignored and the normal chars will be entered.

This makes GTK/GTK apps quite useless, because some very often needed chars are not available.

QT (at least the program Psi) has a similar problem. When I press such a mod key the first keystroke after will be ignored completely but then the correct chars will be entered.
